Abstract
This Emergency ordinance establishes the national administration body Apele Romane as a public institution of a national interest and a legal entity under the coordination of the Ministry of Waters, Forests and Fishery. This agency shall apply the strategy and policy in qualitative and quantitative water resource management and monitor the compliance of water legislation. It shall, among other things, manage and maintain public water resources and waterworks, operate and supervise water quality and quantity monitoring systems, develop plans for river basins, and approve water-related activities. It shall also be a national focal point for international and transboundary water matters. Apele Române has in its structure 11 Water Basin Administrations. To achieve the purpose, the National Administration Romanian Waters coordinates and is responsible for the use of surface and groundwater resources throughout the country and for the exploitation of water management works and collaborates with all owners of other works built on or in connection with waters.
