Abstract
The purpose of this Emergency Ordinance is to regulate the organization, administration and operation of permanent grassland outside inhabited areas. Permanent grassland outside inhabited areas shall be considered land allocated to the production of grass and other cultivated or spontaneous herbaceous forage plants, which have not been part of the crop rotation system for at least 5 years or more. Permanent grasslands may also include other species, such as shrubs and/or trees, also used for grazing, provided that grass and other forage plants remain predominant, as well as traditional and customary grazing land. Pastureland shall be classified as follows: (a) forested pastures with a consistency of less than 0.4, calculated only for the area actually occupied by forest vegetation; (b) alpine pastures; and (c) pastures located in floodplains of rivers. The administrative-territorial units have the obligation to update the agricultural register with the areas having the category of permanent pastureland. The change of the category of use of permanent grassland, as registered on 1 January 2007, in other categories of use is prohibited. The management of grassland shall be performed through pastoral arrangements elaborated by local government. The over-seeding of grassland included in the protected areas is carried out only with seeds from species adapted to the climatic specificity from the respective protected areas.
