METHODOLOGICAL RULES for the application of the provisions of the Government Emergency Ordinance no. 34/2013 on the organization, administration and operation of permanent meadows and for amending and supplementing the Land Fund Law no. 18/1991.

These METHODOLOGICAL RULES establish that grassland the public and / or private domain of communes, cities, municipalities and the municipality of Bucharest administered by their local councils, those in the public and (or) private domain of the state administered by the State Domains Agency, those in the public property of the state administered by the National Directorate of Forests - Romsilva, as well as grassland in the private property of natural and legal persons, registered in the agricultural register as pasture (hayfield), on January 1, 2007. The competent authority annually updates the areas in the category of use of permanent grassland through the agricultural register and updates annually the database with the areas of grassland removed from the agricultural category. Grassland in the public or private property managed by the State-Owned Property Agency can be allotted in concession or in lease. The updating of pastureland arrangements projects shall be performed once in 10 years. Seeds of plant species inserted in pastureland arrangements projects shall be uses for re-sowing or over-sowing of grassland.
