Government Decision No. 130 regarding the organization and functioning of the National Veterinary Sanitary and Food Safety Authority and its subordinate units.

The National Veterinary Sanitary and Food Safety Authority, is organized and functions as a specialized body of the central public administration, with legal personality, regulatory authority in the sanitary-veterinary and food safety field, subordinated to the Government and coordinated by the Minister of Agriculture, Forestry and Rural Development. The Authority is represented at the county level by the sanitary-veterinary and food safety departments, and at the local level, by the zonal sanitary-veterinary constituencies and by the sanitary-veterinary and food safety constituencies. To achieve the objectives in its field of activity, the Authority exercises the following functions: (a) development and implementation of the strategy, in accordance with the Government's policy and international trends, in order to ensure and guarantee animal health, public health, animal protection, environmental protection and food safety; (b) regulatory actions, which ensure, in accordance with the adopted strategy, the realization of the legal framework and the development of specific regulations for activities in the sanitary-veterinary and food safety field; (c) administration of subordinate structures, through which the coordination and management of the services for which the state is responsible in the sanitary-veterinary and food safety fields is ensured; (d) representation, which ensures, on behalf of the state or the Government of Romania, internal and external representation in its field of activity; and (e) by state authority, by which it is ordered and ensured supervision and control of the application and compliance with the regulations in its field of activity.
