Law No. 5 “On the protection of cultivated plants and forests, and the pesticide regime”.

This Law establishes that for permanent increase of agricultural production, as well as raising the productive potential of forests, require the provision of adequate plant protection and forest protection against pests, diseases and weeds, introduction and generalization of an integrated system for their prevention and control, through combination of chemical, biological, physical-mechanical and agrophytotechnical means, as well as by creating plant varieties resistant to diseases and pests. Organization and the development on a scientific basis of the entire activity of protection of cultivated plants and forests must ensure, in addition to increasing the amount of agri-food products, and their proper quality, protection of public health, maintenance of soil quality and environmental protection. Protection of cultivated plants and forests is a matter of national interest and obligation for state bodies, cooperative organizations, public associations and all citizens. Protection of cultivated plants and forests must contribute to increasing agricultural and forestry production. Integrated pest prevention and control system must include the following measures: (a) extension of areas under cultivated plant varieties resistant to pests and diseases; (b) treatment of seeds and seedlings for all plant varieties; (c) observance of crop rotation; (d) uniform and balanced application of natural and chemical fertilizers; (e) performance of agrotechnical works; (f) ensuring optimal density of crops; and (g) limitation of the use of agrochemicals. Owners of pastures and hayfields shall be obliged to ensure permanent surveillance to detect any outbreaks of pests and pathogens, and carry out prevention and control work according to the indications given by plant protection bodies and forestry bodies. For management purposes of the forest fund (public forests), in order to ensure protection thereof against pests and diseases, forestry units and others owners of forests and land areas with forest vegetation have the obligation perform arrangements for the detection, prevention and control of pests and diseases.
