Abstract
This Procedure regulates the method, respectively the procedural stages of issuing, modifying, transferring, withdrawing and temporarily suspending water management authorizations, the powers to issue the water management authorization, the content standard of the technical substantiation documentation, the content standard of the technical expertise, as well as the content standard of hydrological, hydrogeological and water management studies. The water management authorization is the administrative act that conditions from a technical and legal point of view the operation or exploitation of new objectives, built on waters or related to surface waters, groundwater, the coastal zone, the cliff, the coastline and the sea beach, inland maritime waters, the territorial sea, the Exclusive Economic Zone and the continental shelf, as well as the continued operation and exploitation of existing ones and, as the case may be, the carrying out of the activity of storage, handling and/or transport through pipelines of hazardous substances or other activities on the ground or in the subsoil that may lead to the indirect discharge of hazardous substances into groundwater or surface waters. The application of the restrictions will be brought to the attention of the permit holders and other interested beneficiaries, in writing, by the water basin administrations of the National Administration "Romanian Waters", through the water management systems, at least 72 hours before their application. This initiative is part of a broader effort to address water scarcity and pollution, reflecting the increasing importance of effective water resource management in the context of climate change and environmental protection. Additionally, the Ordinance highlights the role of public and private institutions in the preparation of these documents, ensuring that stakeholders are actively involved in the process. Secondary themes include the integration of modern technologies for monitoring water quality and quantity, as well as the establishment of early warning systems for flood risks.
