Law no. 278 of 24 October 2013 on industrial emissions.

This Law aims at establishing an integrated prevention and control of pollution resulting from industrial activities on the territory of Romania, by establishing the conditions for the prevention or, if not possible, for the reduction of emissions to air, water and soil, as well as for the prevention of waste generation, and for the purpose of achieving of a high level of environmental protection in general. The reports submitted to the European Commission by the Central Public Authority for Environmental Protection shall contain information on the implementation of this Law, representative emission data and other aspects of pollution, emission limit values, application of best available techniques (article 71).
The text is divided into seven main Chapters, each with its thematic Sections. Chapters are listed as follows: Chapter I General provisions and scope; Chapter II Provisions applicable to the activities provided in Annex no. 1 of this publication; Chapter III Special provisions for combustion plants; Chapter IV Special provisions for waste incineration plants and waste co-incineration plants; Chapter V Special provisions applicable to installations and activities using organic solvents; Chapter VI Special provisions for installations producing titanium dioxide; Chapter VII Competent authorities; Transitional and final provisions (including sanctions and penalty provisions Section).
The Annex is also part of this publication (Annexes 1-8; containing lists of categories and criteria; classification of pollutants; and technical provisions).
