Order No. 83 of the National Veterinary Sanitary and Food Safety Authority validating Veterinary sanitary rules regarding the conditions for the organization and operation of veterinary pharmaceutical units, as well as the procedure for veterinary sanitary registration and issuance of veterinary sanitary authorization of units and activities in the veterinary pharmaceutical field.

These Veterinary sanitary rules establish the conditions for the organization and operation of veterinary pharmaceutical units, as well as the procedure for veterinary sanitary registration/veterinary sanitary authorization of units and activities in the veterinary pharmaceutical field. They apply to veterinary pharmaceutical units, respectively veterinary pharmacies, veterinary pharmaceutical points, wholesale distributors of veterinary medicinal products, reagents and diagnostic sets for veterinary use, manufacturing/import units of veterinary medicinal products, as well as importers/ producers/distributors of active substances used to obtain veterinary medicinal products. Veterinary pharmacy shall be intended the veterinary pharmaceutical unit that owns and retails veterinary medicinal products, animal feed, medicated feed and other products for veterinary use, medical instruments and equipment, medical devices and accessories for animals, in compliance with the legal provisions in force. Veterinary pharmacies and veterinary pharmaceutical points can only be established in compliance with the conditions related to the fields of competence, provided in the legislation in force. The commercialization of medicated feed is carried out according to the veterinary sanitary legislation in force, only through authorized veterinary pharmaceutical units. Suppliers and beneficiaries of veterinary medicinal products must keep the original or a copy of the order notes, together with the tax invoices. The justification for the use of veterinary medicinal products in commercial animal holdings is based on the register of consultations and treatments of the medical-veterinary assistance unit that holds a contract for the provision of veterinary medical services with the respective holding. The activity of wholesale distribution of veterinary medicinal products, reagents and diagnostic kits for veterinary use is carried out only on the basis of the wholesale distribution authorization of veterinary medicinal products, reagents and diagnostic kits for veterinary use, issued by the sanitary-veterinary department. The competent veterinary and food safety authority registers the request of the legal entity, checks the file, evaluates the unit and issues the authorization, within a maximum of 30 calendar days from the date of submission of the complete documentation.
