Order No. 165 of the National Veterinary Sanitary and Food Safety Authority amending Order No. 83 of the National Veterinary Sanitary and Food Safety Authority validating Veterinary sanitary rules regarding the conditions for the organization and operation of veterinary pharmaceutical units, as well as the procedure for veterinary sanitary registration and issuance of veterinary sanitary authorization of units and activities in the veterinary pharmaceutical field.

Storage spaces must be located on the ground floor of buildings; if the storage spaces are located on the ground floor of a residential building, it is mandatory that the entrance to them is different from the entrance for the tenants. If veterinary medicinal products containing substances from the narcotic category are stored and distributed, psychotropics, as well as products containing substances under national control, the provisions of the legislation in force must be respected. The persons responsible for wholesale distribution are obliged to present, at the request of the competent sanitary-veterinary and food safety authority, during inspections/assessments, the nominal lists containing veterinary medicinal products, reagents and sets of veterinary diagnostics distributed, warehouse records with inputs/outputs and actual stock, up-to-date, on paper or electronically, as well as any other documents regarding the distribution activity. Vehicles and containers used to transport veterinary medicinal products, reagents and diagnostic kits for veterinary use must ensure the preservation of the products in the temperature conditions specified in the prospectus. Legal entities that carry out operations of import, export, intra-community trade with veterinary medicinal products, reagents and diagnostic kits for veterinary use must prove that the operations are carried out through a wholesale distributor authorized for the activity of wholesale distribution of these products, according to the provisions of this veterinary sanitary rule.
