Abstract
The Neutral Romania Scenario aims to achieve Romania's climate neutrality in 2050, by reducing net emissions by 99% compared to the 1990 level. Achieving the targets is only possible by implementing the appropriate policies and measures for each sector, in order to achieve the sectoral emission reduction objectives.
The Strategy must cover the following, with a perspective of at least 30 years: (a) reducing GHG emissions and improving emission reductions by removals; (b) reducing emissions and improving emission reductions by removals in each sector that generates greenhouse gases: electricity production, industry, transport, heating and cooling systems and the buildings sector (residential and tertiary), agriculture, waste; (c) expected progress in the transition to a low-GHG economy, including GHG intensity, CO2 intensity of gross domestic product (GDP), estimates of long-term investments and strategies for related Research, Development and Innovation (RDI); (d) to the extent feasible, the expected socio-economic effect of decarbonization measures, including, inter alia, aspects related to macroeconomic and social development, health risks and benefits and environmental protection; and (e) links with other national long-term objectives, planning and other policies, measures and investments.
