National Environmental Protection Programme.

Planning and management of environmental protection is ensured and achieved through the implementation of this National Environmental Protection Programme. The program contains: - description and assessment of the state of the environment; - basic goals and criteria for the implementation of environmental protection as a whole, by areas and spatial units with priority protection measures; - conditions for the application of the most favorable economic, technical, technological, economic and other measures for sustainable development and management of environmental protection; - long-term and short-term measures to prevent, mitigate and control pollution; - carriers, method and dynamics of implementation; - means for implementation.
The Republic of Serbia is facing major challenges in improving the environmental protection system, within the framework of fundamental socio-economic reforms towards a market economy and civil society. This process implies the improvement of the current environmental protection policy and sectoral policies towards the management of environmental protection and natural resources based on the principles of sustainable development. The program was prepared with the aim of developing a modern environmental protection policy in the Republic of Serbia during the next decade. It will be implemented with an Action Plan, which will provide a legal and institutional basis for numerous current and future programs and projects in the field of environmental protection. The program was designed to enable raising the quality of the environment and improving the quality of life of the population in the Republic of Serbia. The program is in the function of realizing the accession of the Republic of Serbia to the European Union. The program is in accordance with the National Program for the Integration of the Republic of Serbia into the European Union (NPI), which was adopted by the Government in October 2008. The program represents a means for rationally solving priority problems in the field of environmental protection in the country. This text also addresses issues regarding wastewater treatment plants, sanitary landfills, air pollution reduction technology, traffic improvement, etc. that have to be modernized. This text sets out priority short-term (by the end of 2014) and medium-term (by the end of 2019) policy goals and the key policy reforms needed to implement these goals. The program can be considered a roadmap that will guide policy and legal framework reforms for the next ten years. It also facilitates the integration of environmental issues into the strategies of other sectors and guides the development of programs related to the environment. - The action plan is a short-term instrument for the implementation of the National Program, which elaborates regulatory and institutional activities, monitoring activities, studies, development of project documentation, economic and financial instruments, information, education, management and capital investments.
