Abstract
This Regulation sets out the evaluation criteria and the procedure for categorization of protected areas. Categorization of protected area is an evaluation process and sequent classification of that area into one of the three categories determined by the national law governing nature protection.
Valuation, or determination of the value and significance of certain protected area is performed in relation to: 1) expression of the main natural features, phenomena and processes of interest for the protection of the area; 2) functions and purposes of the area. Criteria for evaluating the main natural features are: 1) autochthony and authenticity, or uniqueness and originality of features in terms of origin, origin and distribution; 2) representativeness, or expressiveness and prominence of features in terms of size, number, shape and appearance, structure, composition, age and state of preservation; 3) diversity of biological, geological-geographical and landscape features in terms of representation and interrelation of elements of the living world (genes, species and ecosystems), objects and phenomena of geoheritage and characteristic landscapes; 4) integrity, completeness and connection of features in spatial and functional terms; 5) aesthetics, or beauty, harmony, attractiveness, unusualness, spectacularity and dynamics of present features. Criteria for evaluating the function and purpose of such area include the actual and potential contribution of the protected area in: 1) scientific research and development of science; 2) educational activities, strengthening the quality of educational work and spreading awareness of the need for protection; 3) overall conservation of biological, geological and landscape diversity and of environment, and provision of ecological services; 4) preservation of cultural and historical values and traditions (folklore, festivities, ethno products, etc.), raising the cultural level and demographic renewal; 5) creating conditions for recreation, rest, sports and enjoyment of people in free nature; 6) sustainable development of tourism and agriculture, especially ecotourism and organic agriculture and preservation and restoration of old breeds and varieties; 7) sustainable use of natural resources, especially renewable energy sources.
