Abstract
This Regulation, as in accordance with provisions of the Serbian Law on waste management, prescribes: the content, appearance of the label and the manner of labelling of devices containing RSV (polychlorinated biphenyls; often formed as waste in industrial processes, whose molecules contain two benzene rings in which hydrogen atoms have been replaced by chlorine atoms) aimed for premises or facilities in which they are located (including issues on decontaminated devices); the manner of disposal of RSV or RSV waste, decontamination of devices containing RSV and methods of testing the content of RSV; the content of the data entry/register of devices in use that contain RSV and RSV waste; the content of the application for a permit for decontamination of devices containing RSV. RSV-containing device means any equipment and device that contains or has contained RSV (such as transformers, capacitors, containers with RSV residues, and other), and which was not decontaminated. Decontamination includes all operations that allow reuse, recycling or disposal of devices, facilities, materials or liquids contaminated with RSV, under safe conditions, and may include replacement, ie all operations that replace RSV, with appropriate fluids that do not contain RSV.
