Abstract
This Law provides for: rules and standards for waste classification and waste management; duties and responsibilities of the population and of the public and private sectors; planning of waste disposal; licences and permits; financial support; surveillance; and offences and penalties.
The purpose of the Law is to ensure conditions for: a) waste management in order to avoid negative effects on the population and environment; b) prevention of waste with new technologies and the rational use of natural resources; c) use of waste in the recycling process, pulling out secondary resources from waste and waste as energy source; d) development of waste disposal methods; e) recovery of non-authorized waste disposals; f) monitoring of old and new waste locations; g) forming a common conscience about waste management.
