Regulation on the list of waste prevention measures.

Abstract
This Regulation, as in accordance with provisions of the Serbian Law on waste management, provides for the list of waste prevention measures. The list of measures consists of measures that affect: 1) waste generation; 2) design, production and distribution phase of products; 3) consumption and phase of product use.
Measures that affect the general conditions of waste generation shall include: 1) use of planned measures or other economic instruments that encourage efficient use of resources; 2) promotion of research and development in the field of achieving cleaner technologies and products with less waste, as well as dissemination and use of the results of such research and development; 3) development of efficient and meaningful indicators of environmental pressures related to waste generation in order to contribute to the prevention of waste generation at the level of the local self-government unit, the autonomous province and the Republic of Serbia. Measures that affect the design, production and distribution phase of products shall include: 1) encouraging eco-design (systematic interaction of environmental aspects into product design with the aim of improving the environmental characteristics of the product throughout its cycle); 2) providing information on waste prevention techniques with the aim of easier application of the best available techniques in the industry; 3) organizing training of competent authorities regarding the inclusion of requirements for waste prevention when issuing permits in accordance with the law governing waste management and the law governing integrated prevention and control of environmental pollution; 4) inclusion of measures to prevent waste production in facilities for which an integrated permit is not issued - measures may include prevention assessment or plans; 5) organizing campaigns in order to raise awareness or provide financial assistance and advice in decision-making and other forms of support; 6) concluding agreements, organizing consumer / producer forums or sectoral negotiations to encourage relevant business or industrial sectors to draw up their own waste prevention plans or to replace products (and / or their packaging) that produce too much waste; 7) promoting a reliable environmental management system (EMS), including EMAS and ISO 14001. Measures that affect the consumption and stage of use of the product shall include measures such as: 1) economic instruments, encouraging more responsible behavior of consumers towards the environment in terms of purchasing products with as little packaging as possible; 2) encouraging the organization of public awareness campaigns and the provision of information intended for the public or a certain group of consumers; 3) encouraging the use of eco-labels; 4) encouraging cooperation with the economy and industry through the preparation of special studies on product use, within integrated product use policies, or with retailers on the availability of information on waste prevention and the use of products that have a lesser impact on the environment; 5) encouraging the integration of criteria for environmental protection and prevention of waste generation in public and corporate procurement procedures; 6) encouraging the re-use and/or reparation (repair) of expired products (or products which cannot be used for technical reasons), or their components, in particular through educational, economic, logistical or other measures such as support or the establishment of accredited centers for reparation (repair) and reuse of products, as well as reparation (repair) networks in particularly densely populated regions.
