Abstract
This Regulation, as in accordance with provisions of the Serbian Law on waste management, prescribes the contents and appearance of markings for batteries, button batteries and accumulators according to the content of present/contained hazardous substances, including the manner and procedure of managing of spent batteries and accumulators, as well as devices with built-in batteries and accumulators. The management of spent batteries and accumulators is performed in a way that provides and ensures conditions for: 1) prevention and reduction of harmful impact of spent batteries and accumulators on the environment and human health; 2) prevention, prohibition or restriction of placing on the market of batteries and accumulators that do not meet the prescribed requirements; 3) development and establishment of the market of batteries and accumulators containing smaller quantities of hazardous substances or containing less pollutants, especially mercury, cadmium and lead; 4) achieving a high level of collection, treatment and recycling of spent batteries and accumulators; 5) encouragement of new technologies for treatment and recycling, economically efficient recycling methods for all types of batteries and accumulators; 6) improvement of environmental protection standards by manufacturers, importers, distributors, traders and end users during the life cycle of batteries and accumulators, and especially for operators of plants for treatment or recycling of such waste-spent batteries and accumulators.
