Abstract
This Regulation prescribes the necessary technical measures and requirements related to permitted emission factors for volatile organic compounds originating from the process of storage and transport of gasoline, including those deriving from the storage, loading and unloading installations at terminals and for mobile tanks, and loading and unloading installations in retail facilities.
These technical measures and requirements shall ensure the reduction of air pollution from emissions of volatile organic compounds resulting from the storage of gasoline and its transport from one terminal to another or from the terminal to the gas station (phase I gasoline vapor collection), as well as quantities of gasoline vapors emitted into the atmosphere during the refueling of motor vehicles at gas stations (phase II of gasoline vapor collection).

Entry into force notes
This Regulation enters into force eight days after its publication in the Official Gazette, and will apply on 1 January 2013; except for some provisions (as listed in article 22 of this text) that shall apply starting 1 January 2023.
