Abstract
This Regulation prescribes: control of emissions, list and composition of fluorinated greenhouse gases together with their global warming potential; detailed conditions for issuing and using permits for import and export of fluorinated greenhouse gases and products and/or equipment containing or relying on them; instructions on the handling of such fluorinated greenhouse gases, products and or equipment containing or relying on them; treatments of fluorinated greenhouse gases after cessation of use of products and or equipment containing or relying on them.
This text further sets out the manner of fluorinated greenhouse gases collection, renewal, treatment or thermal treatment, use and permanent disposal, placing on the market; the method of calculating the costs of their reuse; the method of labeling products and/or equipment containing fluorinated greenhouse gases; the manner of reporting on fluorinated greenhouse gases in accordance with international commitments; the method of use-control; the procedures for checking emissions from stationary refrigeration and air-conditioning equipment, heat pumps and fire protection systems containing three or more kilograms of fluorinated greenhouse gases. Also handling of air conditioning systems in certain motor vehicles containing fluorinated greenhouse gases are here determined; as well as the conditions that must be met by legal entities and entrepreneurs performing the activity of production, installation, maintenance or servicing, collection, renewal and processing, control of use, placing on the market, permanent disposal and exclusion from use of products and/or equipment containing or rely on fluorinated greenhouse gases.
The Annex is part of this publication (Annex 1-List of recognized fluorinated greenhouse gases; Annex 2-Commonly used mixtures containing fluorinated greenhouse gases and methods for calculating the global warming potential of mixtures; Annex 3-Forms for requests, records and reporting; Annex 4-Minimum requirements for technical tools that legal entities and/or entrepreneurs are obliged to possess in order to obtain the license referred to in article 16 of this Regulation; and Annex 5-Procedures to be followed when checking the discharge of refrigeration and air conditioning equipment, heat pumps and fire protection systems containing 3 kg or more of fluorinated greenhouse gases).
Entry into force notes
This Regulation enters into force eight days after its publication in the Official Gazette, except for the provisions of articles 16, 17, 20, 23 and 24, in the part related to the qualification of persons and possession of appropriate certificates, which shall be applied starting 1 January 2016.
