Abstract
This Regulation determines several rules and provisions aimed at the gradual reduction of the consumption of ozone-depleting substances.
This text sets out the necessary conditions and manner of issuing permits for import and export of ozone-depleting substances and products and/or equipment containing or relying on them; the procedures for handling of such ozone-depleting substances and products and/or equipment containing or relying on them; treatment of ozone-depleting substances after cessation of their use; the manner of their collection, renewal, treatment or thermal treatment, use and permanent disposal, placing on the market, the manner of calculating the costs of their re-use; the method of labelling of such products or equipment if containing substances that deplete the ozone layer. Also conditions that must be met by legal entities and entrepreneurs performing the activity of production, installation, maintenance or servicing, collection, renewal and processing, control of use, placing on the market, permanent disposal and exclusion from use of products and/or equipment containing or relying on ozone-depleting substances; procedures for checking releases from stationary refrigeration and air-conditioning equipment, heat pumps and fire protection systems containing 3 or more kilograms of ozone-depleting substances; handling air conditioning systems in certain motor vehicles containing these substances; as well as the way of reporting these substances are all object of this Regulation.

Entry into force notes
This Regulation enters into force eight days after its publication in the Official Gazette, and will be applied starting 1 January 2014, except for the provisions of articles 32, 33, 36, 38, 39 and 40 which refer to the qualification of persons and possession of appropriate certificates, that shall start applying no later than 1 January 2016.
