This Regulation here prescribes specific conditions, as well as methods of allocating and using of funds from the annual program for the use of funds for sustainable development and improvement of forestry. The procedure for allocation of these funds shall be carried out by the Ministry, or the competent body of the autonomous province through a competition published on the website of the fund provider. The right to receive funds is granted to a person who submits an application for the competition and meets the appropriate conditions, namely: 1) the owner or user of forests and forest land, as well as other land intended for afforestation; 2) a legal entity or entrepreneur, if it has concluded a contract for the development and implementation of works, or projects with the owner, or user of the forest or land on which the works will be carried out; 3) a scientific research institution in the field of forestry, as well as a legal entity that meets special conditions determined by the competition, for development and research work, education and promotion or for other projects of general interest in forestry; 4) a forest nursery registered in the Register of parent trees, forest nurseries and nurseries of ornamental trees and shrubs maintained by the Ministry.
