Abstract
Concept of sustainable development of rural areas of the Russian Federation for the period up to 2020, approved by Resolution No. 2136-r of the Government of the Russian Federation of 30 November 2010 determines the main goals of the state agrarian policy and the development of the fisheries complex in the long term are identified, in particular the sustainable development of rural territories and improving the living standards of the rural population, including residents of settlements with fisheries specialization. It elaborates measures of socio-economic, legal and administrative character. These measures allow to bring rural areas to a qualitatively new level of development, ensuring comprehensive balanced solution of economic, social and environmental problems while maintaining the natural resource, and historical and cultural potential of the rural areas. Creating conditions for the sustainable development of rural areas is one of the most important strategic goals of state policy, the achievement of which will ensure food security, increase the competitiveness of the Russian economy and the welfare of citizens.
Rural areas have a powerful natural, demographic, economic and historical-cultural potential, which, if used more fully, rationally and efficiently, can ensure sustainable diversified development, full employment, high levels and quality of life of the rural population. Poverty, destroying rural labor and genetic potential, remains a mass phenomenon.
State policy in the field of sustainable development of rural areas includes a system of legal, financial, economic and organizational measures that determine the activities of federal government bodies, their territorial bodies, government bodies of the constituent entities of the Russian Federation and local governments, aimed at improving the efficiency of the rural economy, level and quality of life of the rural population, as well as the rational use and reproduction of natural resource potential la rural areas.
The state policy in the field of the development of settlements with fisheries specialization is oriented both at improving the living standards of citizens living in them, and at increasing work efficiency of fish processing enterprises in general. The main criteria are, in particular, an increase in the volume of extraction (catch) of aquatic biological resources and products by fishery organizations located in the territories of these settlements, as well as an increase in the income level of employees working in these organizations and their family members.
The objectives of state policy in the field of sustainable rural development for the period until 2020 are: (a) creation of favorable socio-economic conditions for the village to fulfill its production and other national functions and tasks of territorial development; (b) steady growth of the rural economy, increasing the efficiency of agriculture and the contribution of the countryside to the country's economy and the welfare of Russian citizens; (c) increasing employment, living standards and quality of life of the rural population, as well as bringing the village closer to urban living standards; (d) slowing down the depopulation process, stabilizing the rural population and increasing life expectancy; (e) reduction of inter-regional and intra-regional differentiation in the level and quality of life of the rural population; (f) rationalizing the use of natural resources and preserving the natural environment; and (g) preservation and enhancement of the cultural potential of the village.
