Abstract
Strategy of sustainable development of rural areas of the Russian Federation for the period up to 2030 is a cross-sectoral policy document, which determines the main goals as follows: (a) stabilization of the rural population at the level of 35 million people; (b) increase in life expectancy of the rural population to 75.6 years; (c) reduction of the migration outflow of the rural population to 74.1 thousand people; (d) ensuring an average annual growth rate of agricultural production in the amount of 5.5 percent; (e) increase in the share of peasant (farm) enterprises and individual entrepreneurs in the production of agricultural commodities up to 20 percent; (f) ensuring an average annual growth rate of revenue from trade of commodities, products, works and services of agricultural consumer cooperatives in the amount of 12 percent; (g) increase in rural employment to 65.5 percent; (h) increase in the ratio of wages in agriculture to the average value of the country's economy up to 80 percent; and (i) increase in the ratio of per capita disposable resources of rural and urban households to 90 percent.
The priorities of state policy in the field of sustainable development of rural areas shall be as follows: (a) to support resettlement in rural areas, development of abandoned agricultural land and expansion of social control over rural areas; (b) introduction into circulation of abandoned unused agricultural land, including arable land, in order to increase domestic production, as well as the formation of export resources and more complete development of rural areas; (c) diversification of agricultural production aimed at creating effective employment of the rural population; (d) in the Far North and equivalent areas, it is envisaged provision of state support for the development of traditional activities related to reindeer husbandry, hunting and fishing; (e) it is advisable to develop modern areas of aquaculture, in particular pasture aquaculture, pond aquaculture, industrial aquaculture, mariculture and recreational aquaculture; (f) improving the system of procurement interventions; (g) expanding the scope of use of collateral operations; (h) expanding the use of government support measures not subject to reduction in accordance with the requirements of the World Trade Organization; (i) modernization of the insurance system in agriculture; and (j) provision of internal food market with high quality national foodstuffs.
