Abstract
This Doctrine of Food Security of the Russian Federation is a sectoral policy document applicable to the whole national territory. It represents a set of official views on the goals, objectives and main directions of the state economic policy in the field of food security of the Russian Federation. Food security of the Russian Federation is one of the main directions of ensuring the national security of the country in the medium term, a factor in preserving its statehood and sovereignty, an essential component of demographic policy, a prerequisite for implementing a strategic national priority - improving the quality of life of Russian citizens by guaranteeing high life-support standards. The strategic goal of food security is to provide the country's population with safe agricultural products, fish and other products obtained from aquatic biological resources and food. The guarantee of its achievement is the stability of domestic production, as well as the availability of necessary reserves and stocks.
The main objectives of ensuring food security regardless of changes in external and internal conditions are: (a) timely forecasting, identifying and preventing internal and external threats to food security, minimizing their negative consequences due to the constant readiness of the system of providing citizens with food products, the formation of strategic stocks of food products; (b) sustainable development of domestic production of food and raw materials sufficient to ensure the country's food independence; (c) achievement and maintenance of physical and economic affordability for every citizen of the country of safe food products in volumes and assortment which correspond to the established rational standards of consumption of food products necessary for an active and healthy way of life; and (d) ensuring safety of food products.
In the sphere of increasing the economic availability of food products, special attention must be given to all groups of the population to implement measures aimed at reducing poverty, providing priority support to the most needy segments of the population who do not have sufficient means to afford healthy nutrition, and to organize healthy nutrition of pregnant women and nursing mothers, children of early, preschool and school age, healthy nutrition in social institutions. In the field of sustainable development of rural areas must be pursued the following targets: (a) monitoring the level of unemployment and the level of real incomes of the rural population; and (b) diversification of employment of rural population.
In the field of production of agricultural commodities and fish products, raw materials and food, efforts should concentrate in the following directions: (a) increase of soil fertility and productivity, expansion of crop sowing due to unused arable land, reconstruction and construction of reclamation systems; (b) accelerated development of livestock breeding; (c) expansion and more intensive use of the potential of aquatic biological resources and new technologies for their industrial cultivation; (d) creation of new technologies of deep and complex processing of food raw materials, methods of storage and transportation of agricultural commodities and fish products; (e) development of scientific potential of agro-industrial and fishery complexes, support of new scientific research in related fields of science and implementation of measures to prevent the brain drain of highly qualified scientific personnel; (f) an increase in the pace of structural and technological modernization of agro-industrial and fishery complexes, reproduction of natural and ecological potential; (g) improving the mechanisms for regulating the market of agricultural commodities and fish products, raw materials and food in terms of increasing efficiency and eliminating price distortion in the markets for agricultural commodities and fish products and material and technical resources; and (h) increasing the efficiency of state support, paying particular attention to creating conditions for financial stability and solvency of commodity producers.

This Doctrine takes into account the recommendations of the Food and Agriculture Organization of the United Nations on the limiting share of imports and food stocks, as well as defines the basic concepts used in the field of food security.
