Abstract
This is cross-sectoral policy document of strategic planning reflecting official view of targets, tasks and main directions of state socio-public policy in the field of ensuring food security of the Russian Federation. Food security of the Russian Federation shall be intended the state of social and economic development of the country in which the food independence of the Russian Federation is ensured and the physical and economic accessibility for every citizen of the country of food products that meet mandatory requirements is guaranteed in the amount not less than rational norms of consumption of food products necessary for an active and healthy lifestyle. Food independence of the Russian Federation shall be intended self-sufficiency of the country in main types of domestic agricultural products, raw materials and foodstuffs. Food security indicator shall be intended a quantitative and qualitative characteristic of the state of food security that makes it possible to assess the extent to which it has been achieved based on the criteria adopted. Food security index shall be intended a quantitative or qualitative threshold against which to measure food security. This Doctrine takes into account the recommendations of the Food and Agriculture Organization of the United Nations (FAO) on importation ceilings and food stocks.
National interests of the state in the field of food security for long-term period shall be as follows: (a) improvement of the quality of life of Russian citizens through adequate food supplies; (b) provision of the population with high quality and safe foodstuffs; (c) sustainable development and modernization of agriculture, fisheries and domestic market infrastructure; (d) development of the production of agricultural commodities, raw materials and foodstuffs complying with the established environmental, sanitary-epidemiological, veterinary and other requirements; (e) improvement of the efficiency of state support of agricultural producers performing primary and subsequent processing of agricultural commodities; (f) development of pedigree stockbreeding, plant selection and aquaculture, mixed fodder production, feed additives, veterinary drugs, fertilizers, also through introduction of competitive domestic technologies based on the latest scientific achievements; (g) restoration and increase of fertility of agricultural land, prevention of reduction of agricultural land, rational use of such land, protection and preservation of agricultural land from water and wind erosion and desertification; (h) prevention of import into the territory of the Russian Federation of GMO for the purpose of sowing, breeding and trade thereof; (i) prevention of import into the territory of the Russian Federation of synthetic biological agents; (j) improvement of technical regulation, sanitary-epidemiological, veterinary and phytosanitary regulation aimed at ensuring food quality and food safety; and (k) training of agricultural staff.
The main objectives of food security shall be as follows: (a) sustainable development of the manufacturing of agricultural commodities, alimentary raw materials and foodstuffs based upon scientifically substantiated planning; (b) timely forecasting, detection and prevention of internal and external risks for food security; (c) ensuring physical and economic availability of high quality and safe foodstuffs; (d) ensuring food safety; (e) manufacturing of ecofriendly and safe agricultural commodities, raw materials and foodstuffs; (f) achieving trade surplus in agricultural commodities, raw materials and food; (g) raising export potential with the consideration of the priority of self-sufficiency of the nation in domestic agricultural commodities, raw materials and foodstuffs; (h) development of a multi-format, highly competitive retail trade (vending) infrastructure; and (i) development of fundamental and applied research in the field of agriculture.
The main directions of state policy in the field of ensuring food security shall be as follows: (a) improvement of economic accessibility of high quality foodstuffs for the formation of healthy nutrition; (b) priority support of vulnerable groups of the population, pregnant women, nursing mothers and children, provision of foodstuffs to the aforesaid groups as a part of internal food aid program; (c) poverty reduction; and (d) formation of state reserve of agricultural commodities, raw materials and foodstuffs in accordance with rates of stockpiling thereof.
