Federal Law 154-FZ of 1998 on amendments and addenda to the Law of 1993 on certification of produce and service.

The following amendments and addenda must be introduced in the text of the Law “On certification of produce and service”: 1. The wording State Standard of Russia (GOSSTANDART Rossii) must be substituted with the wording “specially authorized federal executive body in the field of certification”. 2. Part 1 of the Article 1 acquires a new wording: “Certification of produce is the procedure of confirmation of compliance by which an organization independent from the manufacturer (trader) and consumer (purchaser) attests in a written form that the produce conforms to the established requirements.” 3. Issue 1 of the Article 7 must be supplemented with the following paragraph: “In the process of compulsory certification certificate and compliance symbol are valid on the whole territory of the Russian Federation”. 4. Article 17 acquires a new wording: “Voluntary certification must be carried out by initiative of the applicants (manufacturers, traders, executors) for the purpose of confirmation of compliance of the produce to the requirements of standards, Technical regulations, prescriptions and other documents determined by the applicant. Voluntary certification is carried out by agreement between the applicant the certification body.” 5. Article 18 acquires a new wording: “Voluntary certification can be conducted also within the framework of compulsory certification if such a procedure is envisaged by the regulations on compulsory certification and in the presence of within the framework of compulsory certification of the registered in accordance with the established modalities of compliance symbol of the voluntary certification.”
