Abstract
This Law establishes that certification may be of two types: obligatory or voluntary. The Supreme Soviet ratified this Law in second hearing taking into account the amendments made by the President. This Law establishes the legal requirements for the obligatory and the voluntary certification of produce and service and determines the rights, the duties and liability of the components of the certification. The purpose of the certification is to guarantee security of and protection of environment, life and health of the consumers. It regards as well food security and plant security. The Law is composed of IV Parts that comprise 20 articles. Part I lays down the general provisions. It contains 6 articles. Part II deals with the obligatory certification. It contains Articles 7 - 16. Part III concerns voluntary certification. It comprises articles 17-19. Part IV establishes the liability for the infringement of this Law. It contains article 20 that establishes penal, administrative and civil liability.
