Federal Law No. 172-FZ on transfer of land or plots of land from one category into another.

Transfer of land or plots of land from one category into another shall be carried out in accordance with the application by the persons concerned submitted to executive organ of state power or to organ of local self-government that are authorized to examine such applications. Application regarding transfer of land and plots of land from one category into another shall contain the following specifications: 1) cadastre number of the plot of land; 2) category of land to which the plot of land pertains and category of land into which it is supposed to be transferred; 3) substantiation of transfer; 4) right of ownership of the plot of land. The Federal Law consists of 3 chapters that contain 21 articles. Chapter 1 (arts. 1-6) lays down general provisions. Chapter 2 (arts. 7-13) establishes the particulars of transfer of land and plots of land from one category into another. Chapter 3 (arts. 14-21) lays down transitional and final provisions.
