Federal Law No. 201-FZ implementing the Forest Code.

Forest Code shall be applicable to forest relations originating after its coming into force (art. 3). Felling licence issued before coming into force of the Forest Code shall be valid until the expiration date thereof. Forest parcels lease contracts must be conformed to the Forest Code (art. 4). Forests classified as the first category shall be recognized protection forests (art. 8). Forestries shall be reorganized in conformity with the civil legislation within 1 January 2008 (art. 11). Article 15 of the Federal Law No. 33-FZ on protected areas shall be supplemented with item 5 of the following wording: “Differentiated protection (functional zoning) of the national parks shall be established by the authorized Federal Executive Body.” In the Article 11 of the Federal Law No. 174-FZ "On ecological expertise" the wording “forest and water” shall be removed. In the Article 1 of the Federal Law No. 122-FZ on state registration of immovable property and its transactions the wording “forests and perennial plants” shall be removed. Item 3 of the Article 67 Federal Law No. FZ-102 on mortgage shall acquire a new wording: “3. Mortgage contract for a plot of land must be supplemented with cadastre plan thereof.” Article 11 of the Federal Law No. 94-FZ on the protection of the Baikal lake shall acquire a new wording: “In the central ecological area clear felling and transfer of land from one category to another shall be prohibited and renewal of precious forests shall be a priority.” Item 2 of the Article 17 of the Federal Law No. 28-FZ "On state land cadastre" acquires a new wording: “2. Data on area of the plot of land must be recorded in the state land cadastre with the consideration of forest organization.” Article 13 of the Land Code (No. 136 – FZ of 2001) shall acquire a new wording: “Protection of agricultural land against weeds and pests damaging trees and shrubbery.”; item 6 of the Article 86 shall acquire a new wording: “Transfer of forest land on which green belts and forest parks are situated into other categories shall be prohibited.” In the item 1 of the Article 6 of the Federal Law No. 74-FZ on peasant farm the wording “plantations” shall be removed. Article 11 of the Federal Law No. 172-FZ on transfer of land or plots of land from one category into another shall acquire a new wording: “Transfer of forest land shall be authorized in case of setting up protected areas, change of administrative boundaries and accommodation of public or municipal institutions if any other accommodation is impossible.”
