Federal Law No. 191-FZ amending the Federal Law No.117-FZ on safety of waterworks and Article 48 (1) of the Urban planning code of the Russian Federation.

Federal Law No.117-FZ on safety of waterworks establishes that federal norms and rules in the field of safety of waterworks must be approved by the federal executive authorities that carry out the functions of developing and implementing state policy and legal regulation in the field of safety of waterworks, and establish mandatory requirements: (a) for the safety of technological processes during the operation of waterworks, with the exception of requirements for the safety of technological processes occurring in the main and auxiliary equipment of electric power facilities, regulated by the requirements for ensuring the reliability of electric power systems, reliability and safety of electric power facilities; (b) for the level of professional education of experts in the field of safety of waterworks, their work experience in the direction of professional activity at hydraulic structures, knowledge and skills required for conducting state examination of declarations of safety of waterworks; (c) for the procedure for establishing safety criteria for waterworks by the owner and (or) operating organization, organizing and exercising control (monitoring) over indicators of the state of a hydraulic structure; and (d) for the procedure for actions in the event of an accident of waterworks.
