Federal Law No. 219-FZ amending Federal Law No.150-FZ of 1996 on firearms.

This Federal Law prohibits vending or transfer of gunpowder and detonators for autonomous preparation of cartridges for long-barrel civic firearms to persons without authorization for keeping and carrying such firearms. Citizens purchasing for the first time hunting firearms must take a course for safe management of firearms and autonomous preparation of cartridges for long-barrel civic firearms. Citizens of the Russian Federation that are authorized owners of long-barrel civic firearms, in possession of authorization and keeping such firearms, shall have the right of autonomous preparation of cartridges for such firearms.
