Federal Law No. 431-FZ “On geodesy, cartography and spatial data and amendments to certain legislative acts of the Russian Federation.”

This Federal Law regulates relations arising from carrying out geodetic and cartographic activities, including search, collection, storage, processing, provision and distribution of spatial data, including use of information systems. The subjects of geodetic and cartographic activities are government bodies of the Russian Federation, regional executive bodies, local government, as well as natural persons and legal entities, including foreign natural persons and foreign legal entities. Bodies of state power of the Russian Federation, regional state bodies of the Russian Federation, local self-government in accordance with the legislation of the Russian Federation have the right to organize the performance of geodetic and cartographic works in case the results of such work are necessary for implementation of their powers. When carrying out cartographic activities, shall be performed cartographic work on the collection and processing of spatial data in in order to ensure the possibility of their subsequent display on plans, maps and atlases (including in electronic form), including photogrammetric and topographic works, including works on creation of special and topographic maps and (or) plans or other of cartographic materials envisaged by this Federal Law. This Federal Law contains 6 Chapters divided into 32 Articles. Chapter I lays down general provisions. Chapter II regards ensuring geodetic activity in the Russian Federation. Chapter III regards state funds of spatial data. Chapter IV regards information support for the implementation of geodetic and cartographic works. Chapter V regards state regulation of geodetic and cartographic activities. Chapter VI lays down final provisions.
