Federal Law No. 48-FZ amending Federal Law No. 155 - FZ "On internal waters, territorial sea and contiguous zone".

Article 20 shall be amended to add the following wording: “Russian fishing vessels carrying out fisheries in the Exclusive Economic Zone (EEZ) and (or) in the continental shelf of the Russian Federation for which border control is established, and in possession of authorization for border crossing for the purpose of transhipment issued in accordance with the established modalities, shall carry out the aforesaid transhipment in the presence of an official of the federal security service in the areas assigned by the Government for transhipment.”
