Government Decision No. 731 validating State Program for the effective involvement of agricultural land in circulation and the development of the reclamation complex of the Russian Federation.

Program Goals: goal 1 - obtaining reliable and relevant information and data about quantitative characteristics and boundaries of agricultural land in relation to 100 percent of agricultural land, including quantitative and qualitative characteristics of agricultural land involved into circulation by the end of 2025; goal 2 - involvement in circulation agricultural land area at least 13234.8 thousand hectares by the end of 2031; goal 3 - conservation of agricultural land and chemical soil reclamation on arable land by the end of 2031, on an area of at least 2895.2 thousand hectares; goal 4 - ensuring water regime of irrigation systems by the end of 2031 on an area of 1353.5 thousand hectares; and goal 5 - prevention from removal and conservation of reclaimed land in agricultural land turnover by the end 2031 on an area of at least 3688.6 thousand hectares.
The Program envisages allocation and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for the purpose of co-financing expenditure obligations thereof for reimbursement of part of the costs of agricultural producers for carrying out hydro-reclamation, cultural-technical, agroforestry-reclamation and phytomeliorative activities, as well as activities in the field liming of acidic soils on arable land. It also establishes the provisions for allocation and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for the preparation of land surveying projects and cadastral works. The Program foresees allocation and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for co-financing of expenditure obligations of the constituent entities of the Russian Federation arising from the implementing the federal project "Export of agricultural commodities", for compensation to agricultural producers of part of the costs for the implementation of reclamation projects.
