Government Decree No. 2135 validating the Methodology for calculating the amount of payment for the purpose of implementing measures to prevent and eliminate environmental pollution as a result of the operation of a separate production facility, including measures taken during its conservation or liquidation.

This Methodology is used to calculate by the Federal Service for Supervision in the Sphere of Environmental Management the amount of payment in order to implement measures to prevent and eliminate environmental pollution as a result of the operation of certain production facilities that are specified in paragraph 1 of Article 56 (1) of the Federal Law "On Environmental Protection", including measures implemented during their conservation or liquidation (compensation payment), in case of non-fulfillment by a legal entity or an individual entrepreneur who owns certain production facilities, requirements established by paragraphs 3 and (or) 4 Article 56 (1) of the Federal Law “On Environmental Protection”. The calculation of the amount of the compensation payment is carried out with the involvement of federal state budgetary institutions subordinate to the Federal Service for Supervision in the Sphere of Environmental Management within the framework of a state task, including for sampling (samples) of components of the natural environment, natural and natural-anthropogenic objects, as well as determination of chemical and (or) component composition, hazard class of production and consumption waste, conducting instrumental examinations, examinations, measurements, tests, geodetic and (or) surveying works, determining the necessary measures to prevent and eliminate environmental pollution as a result of the operation of a separate production facility, including the number of measures implemented during its conservation or liquidation, calculation of the costs of their implementation, including carrying out consolidated and local estimates.
