Government Order No. 1215-r validating the Concept for the development of domestic food assistance in the Russian Federation.

This Concept defines the goals, objectives, principles, main directions and mechanisms for implementing state policy in the field of providing domestic food assistance in the Russian Federation. In this Concept, domestic food assistance is understood as a system of state assistance to the population of the Russian Federation in the form of direct supplies of food to interested parties or the provision of funds for their purchase of food in order to improve nutrition and achieve its balance, taking into account rational standards of food consumption.
Necessary conditions for the implementation of state policy in the field of providing domestic food assistance in the Russian Federation are: (a) maintaining stability in the provision of high-quality foodstuffs to the population; (b) increasing the economic accessibility of food to provide priority support to the neediest segments of the population who do not have sufficient funds to organize a healthy diet, including the organization of healthy nutrition for pregnant and lactating women, early, preschool and school-age children, as well as healthy nutrition in social institutions . This Concept has been developed on the basis of the provisions of the Doctrine of Food Security of the Russian Federation. This Concept is based on the idea of forming and gradually expanding a system of domestic food assistance depending on the economic opportunities, social and demographic development of the Russian Federation and the constituent entities of the Russian Federation.
When providing state social assistance in the constituent entities of the Russian Federation, foodstuffs are delivered directly to recipients of assistance or sold to citizens through a network of social stores. Also, citizens in need, especially pensioners and disabled people, are provided with free or reduced-price lunches in social canteens at social service institutions and in special homes for single elderly people.
The scope of this Concept is to ensure economic and physical accessibility for certain categories of citizens of the Russian Federation of quality food products that contribute to the preservation and strengthening of public health.
The implementation of this Concept is based on the following principles: (a) accessibility and targeting of domestic food assistance in the Russian Federation; (b) priority support for the most needy segments of the population; (c) organization of healthy nutrition for needy pregnant and lactating women, as well as children of early, preschool and school age; and (d) an integrated approach to the development of production and commodity distribution infrastructure of the domestic food aid system in the Russian Federation.
