Government Order No. 1724-r validating the Fundamentals of state policy in the field of use, conservation, protection and reproduction of forests in the Russian Federation for the period until 2030.

These Fundamentals define the principles, goals and objectives of the state in the field of use, conservation and reproduction of forests, as well as mechanisms for their implementation. Target indicators for solving public policy problems in areas of use, protection, protection and reproduction of forests, quantitative values characterizing their achievement, timing for achievement of the specified targets and performers, responsible for their implementation at the federal level and the level of constituent entities of the Russian Federation are determined in state programs of the Russian Federation and regional development programs related to forest sector.
State policy in the field of use, protection, guardianship and reproduction of forests is based on the following principles: (a) recognition and respect for the rights of citizens to use natural resources and favorable environment, as well as obtaining reliable information about forests; (b) maintaining a balance of economic, environmental and social interests; (c) multi-purpose and sustainable use of forests, as well as preservation of the area of forests located in the state and municipal property; (d) preservation of forests in federal ownership while strengthening the role of private investment in the forest sector; (e) responsibility of public authorities, bodies of local government for the exercise of powers in the field of forestry relations in the respective territories; (f) coordinated management of forests and adjacent areas; (g) taking into account socio-economic, natural and climatic and environmental features of the constituent entities of the Russian Federation; (h) public participation in planning and implementation activities in forests; (i) validity and consistency in decision making in the field of forest management; and (j) strengthening the role and ensuring the competitiveness of the Russian Federations in the global forestry sector.
To implement state policy in the field of use, protection, protection and reproduction of forests it is necessary to achieve the following goals: (a) in the economic sphere - effective forest management and increase in gross domestic product in the forestry sector based on market demand; (b) in the environmental sphere - a favorable environment for citizens and the preservation of the biosphere role of Russian forests; and (c) in the social sphere - growth in the standard of living of citizens associated with forests, and sustainable socio-economic development of forest areas.
Achieving the goals of state policy in the field of use, conservation, protection and reproduction of forests is ensured by solving the following tasks: (a) increasing the efficiency of management of the forest sector; (b) intensification of forest use and reproduction; (c) development of the domestic market for forest and paper products, including stimulation of the production of consumer goods and the formation of a market for ecosystem services in the field of forests; (d) increasing the competitiveness of the Russian timber industry, including increasing the production of timber and paper products with high added value, maximizing the needs of the domestic market with high-quality competitive timber products of Russian origin and increasing their exports; (e) increasing the efficiency of protecting forests from fires, protecting forests from pests, diseases and other unfavorable factors, as well as from illegal logging; (f) increasing productivity and improving the species composition of forests on land for various purposes; (g) preservation of the ecological potential of forests; (h) increasing the scientific, technical, technological and human resources potential of the forest sector of the economy; (i) development of international cooperation and negotiation process on issues of forestry and forest industry; and (j) creating conditions for the participation of citizens in decision-making in the field of forest relations.
