Abstract
The target vision of the forestry complex provides for ensuring Russia's domestic demand for forestry products, the transition from raw material orientation of the forestry complex towards rational forest management, acceleration of socio-economic development of the regions of the Russian Federation. Main directions of development of the forestry sector foresee: (a) meeting public needs for timber raw materials and other forest resources, as well as other useful functions of forests; and (b) forestry management based on sustainable forest management principles, maintaining the ecological and socio-economic role of forests.
By 2030, it is expected that sustainable forest management and break-even forestry will be formed based on the introduction of innovative technologies and scaling up best practices in the use and reproduction of forests, guardianship and protection of forests from fires, pests and other adverse factors, combating illegal logging and trafficking in illegally harvested timber.
The main directions of development of the forest industry include: (a) ensuring the growth of the forest industry at a faster pace than the growth of the economy as a whole; (b) ensuring the integrated use of forest raw materials, including low-quality wood, based on the formation of forest industry clusters around pulp and paper mills; (c) ensuring deep processing of extracted wood; and (d) pulp production, oriented more towards export, production of containerboard and sanitary products to meet demand in the domestic market, oriented equally towards the domestic market and export, production of lumber, plywood board products, as well as wooden house-building products.
For the further development of the forestry complex, the following set of measures is provided: (a) support for projects for the development of processing industries; (b) stimulating demand and developing sales markets; (c) timely implementation of forest management works; (d) providing reliable up-to-date information on forest resources in the intensive (prospective) forest development zone; (e) ensuring the availability of the current raw material base; (f) increasing the profitability of forestry; (g) increasing the efficiency of state forest management; (h) guaranteed provision of the economy and society with forest resources, including through intensive use and reproduction of forests; (i) increasing the efficiency of protecting forests from fires; (j) increasing the efficiency of protecting forests from pests and other unfavorable factors; (k) preservation of the ecological potential of forests; (l) increasing productivity and improving the species composition of forests on land for various specific uses; and (m) maintaining genetic landscape diversity of forests.
