Government Order No. 2581-r validating Development Strategy of the sanatorium and resort complex of the Russian Federation.

Development strategy of the sanatorium-resort complex of the Russian Federation defines the goal, objectives and main directions ща state policy on conservation and strengthening the health of the population of the Russian Federation in the field of resort business. The Strategy is aimed at increasing the accessibility of sanatorium-resort treatment for citizens of the Russian Federation by further development of the national sanatorium-resort complex and the implementation of state policy in the field of use, development and protection of natural medicinal resources, medical and recreational areas and resorts located on them with objects and structures, including infrastructure facilities, intended for the treatment and improvement of the public health.
For the purpose of the Strategy, the sanatorium-resort complex of the Russian Federation is understood as a set of the following facilities and activities that provide treatment, health improvement and rehabilitation of citizens, disease prevention based on the use of natural healing resources: (a) resorts and health-improving areas with natural healing resources located on their territory and infrastructure for carrying out activities for sanatorium-resort treatment and organizing recreation for the population, tourism and recreational activities; (b) organizations providing spa treatment services and related accommodation facilities; and (c) scientific and educational organizations in the field of resort business.
The Strategy is the basis for organizing the activities of bodies state authorities of the Russian Federation, bodies of state authorities of the constituent entities of the Russian Federation and local self-government bodies, public and private organizations in the field of resort business.
Therapeutic and recreational areas and resorts of the Russian Federation have almost all types of medicinal mineral waters, medicinal mud and other natural medicinal resources known in the world, which can ensure the preservation and further development of the sanatorium and resort complex of the Russian Federation. Natural healing resources, medical and recreational areas and resorts are the basis of the sanatorium and resort complex of the Russian Federation and are classified as protected objects and protected areas that have their own characteristics of use. Possibility of highly effective treatment at Russian resorts is an alternative to outbound medical and health tourism of Russian citizens and contributes to the development of inbound medical tourism.
Implementation of the Strategy envisages registration and classification of natural healthcare resources. The results of the implementation of the Strategy shall be assessed based on from the following indicators: (a) number of people treated and vacationing in sanatoriums and resorts organizations, with the exception of persons who received outpatient treatment; and (b) share of sanatorium and resort organizations included to the state register of the resort fund of the Russian Federation, in the total number of sanatorium and resort organizations located in Russian Federation.
