Presidential Decree No. 204 On the national goals and strategic objectives of the development of the Russian Federation for the period up to 2024.

Presidential Decree No. 204 On the national goals and strategic objectives of the development of the Russian Federation for the period up to 2024 is nationwide multi-sectoral policy document, adopted in order to achieve breakthrough scientific and technological and socio-economic development of the Russian Federation, increase the country's population, improve the standard of living of citizens, creation of comfortable living conditions, as well as conditions and opportunities for self-realization and talent development of each individual.
Presidential Decree sets forth the following objectives until 2024: (a) ensuring sustainable natural growth of the population of the Russian Federation; (b) increasing life expectancy to 78 years (up to 80 years by 2030); (c) ensuring sustainable growth of real incomes of citizens and pension levels above the inflation level; (d) halving the poverty rate in the Russian Federation; (e) improving the housing conditions of at least 5 million families annually; (f) acceleration of technological development of the Russian Federation and increasing the number of organizations engaged in technological innovation to 50 percent of their total number; (g) ensuring accelerated implementation of digital technologies in the economy and the social sphere; (h) entry of the Russian Federation into the five largest economies in the world, ensuring economic growth rates above the world's five largest economies, with macroeconomic stability, including inflation not exceeding 4 percent; (i) creation in the basic sectors of the economy, especially in processing industry and agro-industrial complex, creation of a highly productive, export-oriented sector of the economy, developed on the basis of modern technologies and staffed with highly qualified personnel.
Presidential Decree sets forth the following priority projects: (a) demography; (b) public health; (c) living environment and urban areas; (d) ecology; (e) labor productivity and employment support; (f) small and medium-sized entrepreneurship and support individual entrepreneurial initiative; and (g) international cooperation and export.
