Government Resolution No. 513 validating the Rules for the implementation of fishing for scientific research and control purposes.

These Rules establish the procedure for the implementation of fishing by scientific organizations for scientific research and control purposes: in the internal waters of the Russian Federation, including the internal sea waters of the Russian Federation, in the territorial sea of the Russian Federation, on the continental shelf of the Russian Federation, in the exclusive economic zone of the Russian Federation and the Caspian Sea; using vessels located in the open sea, sailing under the State Flag of the Russian Federation and registered in the ports of the Russian Federation. Fishing is carried out to study aquatic biological resources and their habitat, including for the purpose of conducting state monitoring of aquatic biological resources, searching for new areas for the extraction (catch) of aquatic biological resources and types of aquatic biological resources in relation to which fishing has not previously been carried out, determining the total allowable catch of aquatic biological resources, assessing the stocks of types of aquatic biological resources for which the total allowable catch is not established, as well as for the development of measures to conserve aquatic biological resources and their habitat (with the exception of types of aquatic biological resources listed in the Red Book of the Russian Federation). The Federal Agency for Fisheries is responsible for the organization of the study and conservation of aquatic biological resources and their habitats. Scientific programs include information on the goals, objectives, and content of scientific research, on the methods used to collect and process material, on the timing of the work, on the volumes of aquatic biological resources required to implement scientific programs, and other information determined by the Federal Agency for Fisheries. Biological samples obtained from aquatic biological resources during the work and fixed (preserved) by any means (fixing solutions, freezing, salting, drying), as well as live aquatic biological resources required to conduct scientific research, may be transported to scientific organizations to continue the work in laboratory conditions in accordance with the scientific program.
