Abstract
This Regulation governs the procedure for the formation of fishing areas. A protected fishing area shall be intended waterbody or a part of it with an adjacent territory on which a special regime of economic and other activities is established for the purpose of conservation of aquatic biological resources and creation of conditions for the development of aquaculture and fisheries. It is established that fishing conservation areas shall be formed in the internal waters of the Russian Federation, including the inland sea waters, as well as in the territorial sea of the Russian Federation, the continental shelf of the Russian Federation and the exclusive economic zone of the Russian Federation, with the exception of the territories of state protected areas, national parks and state nature reserves of federal significance, where fishing conservation zones shall not be formed. The considered rules fix the criteria that are taken into account when establishing the size, dimensions and boundaries of fishing conservation areas, as well as the types of economic and other activities that are prohibited or restricted in protected fishing areas. When making a decision on the establishment of a fishery management zone, the Ministry of Agriculture of the Russian Federation develops a draft decision and a passport for a fishing conservation area. The appendix to the rules in question contains a list of types of economic and other activities that may be prohibited or restricted in protected fishing areas.
