Governmental Decree No. 2366 validating the Regulation on organization of prevention and elimination of oil and petroleum product spills on the continental shelf of the Russian Federation, in internal sea waters, in the territorial sea and the contiguous zone of the Russian Federation.

Regulation on organization of prevention and elimination of oil and petroleum product spills on the continental shelf of the Russian Federation, in internal sea waters, in the territorial sea and the contiguous zone of the Russian Federation establishes: (a) requirements for the content of the plan for preventing and responding to oil and petroleum product spills on the continental shelf of the Russian Federation, in the territorial sea and the contiguous zone of the Russian Federation; (b) the procedure for conducting comprehensive exercises to confirm the readiness of the organization operating artificial pipelines, islands, installations, performing drilling operation, use of structures, underwater works in the regional geological studies, geological surveys, exploration and production of hydrocarbon raw materials, as well as during transportation and storage of oil and petroleum products on the continental shelf of the Russian Federation, in internal sea, the territorial sea and the contiguous zone of the Russian Federation, to actions for localization and liquidation of oil and petroleum product spills; (c) the procedure for issuing an opinion on the operator's readiness for localization and elimination of oil spills; (d) the procedure for notification of the approval of the plan for the prevention and elimination of oil and petroleum product spills; (e) procedure for notification of the competent authorities of oil and petroleum products spills; and (f) the procedure for attracting additional forces and means of the Unified State System of Emergency Prevention and Response for implementation of measures for oil and oil products spill response.
