Governor’s Decree No. 187 regarding compensation of damage caused to wildlife and plant species.

The Governor decrees to validate: 1) The Provisional Regulation on the modalities of calculation of damage caused by physical and juridical persons by illegal annihilation and damage of Regional natural habitats of wildlife species and plants; 2) Fees for damage caused by physical and juridical persons by illegal removal, annihilation or damage of wildlife species, plants and mushrooms recorded in the Regional Red Book except for species recorded in the Red Book of the Russian Federation. The Regulation consists of 4 Sections and contain 2 Annexes. Section 1 lays down general provisions. Section 2 sets forth terms and definitions. Section 3 regards the modalities of calculation of damage caused by annihilation or damage caused to Regional natural habitats of wildlife species and plants. Annex 1 determines the cost of the main categories of Regional natural habitats of wildlife species and plants and order of priority of application of indices of the state of natural habitats. Annex 2 contains indices of the state on natural habitats and the scale of coefficient of anthropogenic degradation of natural habitats.
