Abstract
The goal of the State Program is to ensure sustainable development of the regional agro-industrial complex, increasing the competitiveness of Russian agricultural commodities based on financial sustainability and modernization of agriculture.
Objectives of the State Program: (a) stimulating an increase in the production of main types of agricultural commodities; (b) improving the information support system in the agricultural sector; (c) carrying out research work; (d) development of the crop production sub-sector, increasing the competitiveness of crop products and their processed products; (e) intensive development of the livestock sub-sector, increasing the competitiveness of livestock products and their processed products; (f) creating comfortable living conditions in rural areas and improving the infrastructure of rural areas; (g) increasing the productivity and sustainability of agricultural production and soil fertility through overall reclamation in the context of climate change and natural anomalies; (h) maintaining and further developing the agricultural activities of small businesses, including agricultural consumer cooperatives, and improving the quality of life in rural areas; (i) creating conditions for the sustainable functioning and development of the fishery complex; (j) ensuring epizootic, veterinary and sanitary welfare; (k) development of viticulture and winemaking; (l) development of selection and production of competitive domestic varieties and hybrids of agricultural crops adapted to local conditions; (m) increasing the volume of production of agricultural commodities, as well as their processed products; and (n) increasing the volume of credit resources attracted to the agro-industrial complex for the purpose of modernization and development of production and stimulating the commissioning of new production capacities in the agro-industrial complex.
Regional Ministry of Agriculture and Processing Industry, acting as a state customer: (a) concludes government contracts in accordance with the established procedure; (b) analyzes the implementation of activities; (c) bears responsibility for the misuse and ineffective use of budget funds allocated thereto; and (c) forms budget requests for financing the activities of subprograms (main activities), and also exercises other powers established by the State Program.
The State Program provides for reimbursement of the cost of animals and (or) livestock products to their owners (legal entities and individual entrepreneurs) seized during the elimination of outbreaks of particularly dangerous animal diseases in the regional territory. The procedure for organizing and carrying out the seizure of animals and (or) livestock products during the elimination of foci of particularly dangerous animal diseases in the regional territory is determined by a resolution of the head of regional administration (governor).
The regional executive authorities, being, in accordance with the State Program, the main managers of budget funds: (a) enter into agreements with recipients of subsidies in the manner prescribed by law; (b) ensure that recipients of subsidies comply with the conditions, goals and procedures established when providing them; and (c) develop and approve a plan for implementing the State Program.
