Abstract
The Federal Law governs relations between the agricultural producers on the one hand and natural and legal persons, and also the state executive bodies on the other hand in the sphere of agricultural development. Agricultural development shall be intended economic activity for the purpose of agricultural production with the aim of supply of the national foodstuffs, agricultural raw materials and the development of rural settlements. The following categories shall be recognized agricultural producers: (a) producers and traders of agricultural commodities with the annual revenue of the aforesaid commodities in the total turnover of no less that 70 percent; (b) natural persons engaged in subsidiary small-holding; (c) agricultural consumer cooperatives; (d) peasant farms. The main guidelines of the state support policy shall be: (a) access to credits; (b) pedigree stockbreeding; (c) high quality seed growing; (d) animal production; (f) soil fertility. The state shall ensure equal access of the agricultural producers to credits given by the Russian lending agencies and agricultural consumer lending cooperatives.
