Abstract
The Governor sets the following criteria for the distribution of quotas for catch (harvest) of aquatic biological resources: 1) the number and the types of fishing vessels in ownership or on leasehold; 2) the number of fishing areas; 3) factual utilization of coastal fish processing enterprises; 4) revenues to the budgets of all level for the previous year; 5) economic efficiency of the productive activity of the enterprise; 6) mastering of quotas for the previous year; 7) lack of the infringements of the fisheries legislation in the previous year. The following categories have priority rights for the use of aquatic biodiversity: 1) legal persons and individual entrepreneurs carrying out industrial fisheries for no less than 10 years; 2) enterprises in possession of proper industrial facilities for deep processing of fresh fish; 3) legal persons and individual entrepreneurs that take active part in the stock enhancement arrangements, amelioration of natural water bodies and dredging operations in the fish passing channels.
