Joint Official Letter No.11-31/627 of Chief State Expertise attached to the Ministry of Environmental Protection and Natural Resources and No.12-04-02/523 of the Federal Fisheries Committee regarding interaction and differentiation of functions of expert divisions of the Ministry for Environmental Protection and Natural Resources and the Federal Fisheries Committee in the process of expertise of pre-projecting documentation of economic and other types of activity.

Fisheries expertise of pre-projecting documentation of economic and other types of activity is aimed at ensuring maximum conservation of aquatic biodiversity and is integral part of state ecological expertise. Fisheries institutions carry out fisheries expertise or take part in the process of carrying out state ecological expertise as regards development schemes and the distribution of productive forces, territorial complex schemes of environmental protection, schemes of complex use of water, land and other natural resources and pre-projecting documentation of economic and other types of activity. Expert resolutions of the fisheries expertise must be forwarded to Chief State Expertise attached to the Ministry of Environmental Protection and Natural Resources or its territorial branches for subsequent examination with the participation of fisheries inspection that had submitted expert resolution and must be taken into account in the process of elaboration of the summary resolution of state ecological expertise.
