Joint Order No. 901/ 926 of the Ministry of Agriculture and the Ministry of Natural Resources and Ecology validating Standard regulation on an interdepartmental commission for the consideration of applications for the use of a land plot for the purposes of use, protection, guardianship, and reproduction of forests located on agricultural land.

An interdepartmental commission for the consideration of applications for the use of a land plot for the purposes of management, protection, guardianship, and reproduction of forests located on agricultural land is created by the territorial body of the Federal Service for Veterinary and Phytosanitary Surveillance. This standard provision establishes general rules for organizing the activities of the Commission. The main task of the Commission is to make a substantiated positive decision on the possibility of using a land plot for the purposes of exploitation, protection, guardianship, reproduction of forests or a negative decision on the impossibility of using a land plot for these purposes. To solve the task assigned thereto, the Commission carries out the following functions: (a) considers and analyzes applications from land owners or their authorized persons for the use of such land plots for the purposes of use, protection, guardianship, and reproduction of forests located on agricultural land; (b) makes a decision based on the results of consideration of applications from legal rights holders: a positive decision on the possibility of using the land plot for the purposes of forest reproduction or a negative decision on the impossibility of using the land plot for these purposes; (c) makes a decision to terminate the positive decision in the event of detection of facts of violation by the legal rights holder of the obligations to carry out the measures provided for by the forest development project for fire-prevention arrangement of forests, for localization and elimination of outbreaks of harmful organisms, sanitary and health measures.
