Ministerial Decree No. 1097 regarding the modalities of elaboration, concordance, state expertise, validation and realization of the schemes of complex use and protection of water resources.

The Premier decrees to establish that federal, including basin, schemes of the complex use and protection of water resources must be elaborated by the Ministry of Natural Resources jointly with the ministries, departments and institutions concerned for long term period and are subject to a more precise definition in the process of elaboration of prognoses of socio-economic development of the Russian Federation and must be validated by the Ministry of Economy. General Federal Scheme must be elaborated for the purpose of determination of the main directions of the development of water sector. Federal basin schemes with the distinction of the regional indicators must be elaborated for the purpose of ensuring rational use and protection of water in the basins, determination of the arrangements for meeting the demands of the population and branches of national economy in water and for the prevention and liquidation of hazardous impact of water. Schemes for transboundary water objects must be elaborated in accordance with the international agreements of the Russian Federation.
