Abstract
Water Legislation of the Russian Federation regulates relations in the utilization and protection of bodies of water - water relations. The provisions of this Code regard also internal seawaters and territorial sea of the Russian Federation. Water legislation of the Russian Federation shall regulate relations in the utilization and protection of bodies of water with the object of ensuring the rights of citizens to pure water and a favourable water environment; maintaining optimal conditions for the use of water, and the quality of surface and subsurface waters in a state meeting sanitary and ecological requirements; protecting bodies of water from pollution, clogging and depletion; preventing or liquidating harmful effect of waters, and maintaining the biological diversity of water ecosystems. Article 8 classifies the types of water bodies, depending on physical, geographic, hydro-regime and other features, as follows: 1) surface bodies of water; 2) internal sea waters; 3) territorial sea of the Russian Federation; 4) subsurface bodies of water. Article 34 classifies the forms of ownership of water bodies as state ownership on one hand and municipal and private ownership on the other that shall be allowed only of detached bodies of water. Article 85 classifies the purposes and ways of utilization of water bodies as: 1) drinking, everyday and household water supply; 2) public health care; 3) power and other industries; 4) agriculture; 5) forestry; 6) hydropower industry; 7) recreation; 8) fishing industry; 9) hunting industry; 10) timber rafting; 11) extraction of minerals, peat and sapropel; 12) other purposes. Utilization of bodies of water may be effected with the withdrawal of water resources (intake of water) or without withdrawal of water resources (drainage, utilization as waterways, and the like).This Code consists of 3 Parts that contain 6 Sections divided in 16 Chapters and subdivided in 148 articles. The General Part contains 5 Sections divided in 14 Chapters that contain 132 articles. The Specific Part consists of Section 6 that contains Chapter 15 covering articles 133-146. The Concluding Part consists of Chapter 16 that contains articles 147-148.

The Federal Law enters into force on the date of its official promulgation.
Notes
This Federal Law deems null and void "Water Code of RSFSR". The President of the Russian Federation is requested and the Government of the Russian Federation authorized to bring their legal acts in conformity with the present Code. The provisions of Water Legislation of the Russian Federation have no retroactive effect and are applicable to relations arising after the entry thereof into force.
